Raj Rangaswamy

Mr. Rangaswamy is one of the co-founders Target Engineering Group. He is responsible for overseeing the strategic direction of the company. He works directly with the management team to execute Target’s vision in the continuous effort to deliver value to customers.

Mr. Rangaswamy has more than 30 years of experience, half of which have been overseeing Florida DOT projects involving complex structure and transportation facility construction on a wide range of highway, bascule and segmental bridge contracts.

Several projects under his leadership have won awards and are consistently claim free.

Ramzi Asfour, P.E.

Chief Operating Officer

Mr. Asfour is one of the co-founders of Target Engineering Group. He has more than 30 years of experience in transportation infrastructure engineering and construction project management, in addition to corporate operational management. His project management experience includes Florida DOT highways, roadways, bridges, facilities and tolling systems. He also managed road, airport and drainage projects for different South Florida counties and cities.

In his current position, Mr. Asfour oversees and manages corporate operational controls, finance and administration.

Jamal Hassouneh, P.E.

Mr. Hassouneh has 26 years of extensive highway construction experience. Mr.Hassouneh started his career in 1988 as a Construction Project Engineer for the Florida DOT. He has been involved with major highway construction projects in Florida while serving as a Resident Engineer for both Ocala and Leesburg Construction offices. His direct experience as Resident Engineer heightened his understanding of the Department’s organizational structures.

Mr. Hassouneh has also managed several projects abroad, during which time he also led a World Bank advisory panel responsible for developing models based on U.S. transportation infrastructure in developing nations. In his current position, Mr. Hassouneh is responsible for the operations management of Target’s northern and central Florida regions and he maintains corporate representation and client relations in the region.

Jennifer Olson, P.E.

Ms. Olson has 25 years of experience in Florida’s transportation industry. She has managed and provided leadership on projects of every level of complexity from both the design and construction perspectives and has the rare, broad based experience only developed through high level leadership experience in multiple FDOT districts including Florida’s Turnpike Enterprise and its unique toll road components.

Ms.Olson’s responsibilities include directing, planning and implementing overall corporate growth strategies and personnel development. She is involved in all aspects of various decision planning processes for the corporation including strategic planning and exploring expansion and growth opportunities for the company.

Asem Al-Turk, P.E.

Mr. Al-Turk has more than 23 years of experience exclusive to public transportation infrastructure. His experience includes eight years with the Florida Department of Transportation District Four as the Treasure Coast Operations Engineer.

His leadership and business planning skills were evident with the success of the Treasure Coast Operations Work Program. During his tenure with the Department, Mr. Al-Turk managed an annual budget of $350 million.

In his current role at Target, Mr. Al-Turk serves as Senior Project Engineer on numerous projects for FDOT District Four and Florida’s Turnpike valued up to $145 million.

Richard Lavin, P.E.

Vice President, Tolls Operations

Mr. Lavin has more than 25 years of experience in transportation engineering and construction management. He held the position of State Toll Facilities Engineer for the Florida Department of Transportation Turnpike Enterprise. His experience includes the design and management of several major new and reconstruction toll facilities projects throughout the State of Florida. Mr. Lavin has interfaced with numerous roadway construction as well as several toll equipment contractors in the construction and activation of new toll plazas in South Florida. In his current position, he serves as Senior Project Engineer on large All-Electronic Tolling (AET) roadway and bridge widening construction contracts.

Randall Scott, P.E.

Mr. Scott has more than 15 years of experience in management, engineering and construction of transportation projects. His experience includes 10 years with the FDOT District 4, where he served as the Operations Construction Manager at the Treasure Coast Operations Center. While with the FDOT, Mr. Scott was responsible for construction projects with a construction value exceeding $100 million. These projects included roadway milling and resurfacing, roadway reconstruction, low and high level bridge replacement, bridge rehabilitation, and traffic signal systems. In his current role with Target, Mr. Scott oversees operations within the Florida Treasure Coast and Palm Beach regions. He also supports the COO and corporate organization in financial and operational management.

Raj Ahuja

Mr. Ahuja has 30 years of experience in the construction industry in both the public and private sectors. He has a wide range of experience in project management, project cost estimating, budget analysis, claim analysis, design review, value engineering, scheduling, and cost control. Mr. Ahuja has successfully completed several signature buildings in South Florida such as the Adrienne Arsht Center for Performing Arts of Miami, the Palm Beach County Convention Center and Rental Car Center and currently oversees Project Controls for the MIC-MIA Station and Miami Intermodal Center (MIC).
